COVELO, Mendocino County — October 23, 2026. Mendocino County’s Department of Transportation sought professional engineering help for a possible fire hydrant system in the Covelo Community Services District service area. The official solicitation, RFP No. 260006, opened May 5, 2026 and set a June 24 proposal deadline. It describes planning and preliminary design — not the completion of a working hydrant network.

Why the project was proposed

The county says the proposed work responds to fire hazards in the Covelo Community Services District area. A local hydrant system could affect the availability of water for firefighting, but feasibility depends on the water source, hydraulic engineering, environmental review, the equipment layout, funding and how a completed system would be maintained. The county’s summary does not establish that hydrants have already been installed or are operational.

What was included in the procurement?

The county requested a firm to provide civil engineering, environmental services, project management, and preliminary design. An additional part of the assignment was preparation of information for the Mendocino Local Agency Formation Commission (LAFCo) process and a possible voter ballot process to finance ongoing district maintenance. These are distinct steps: a preliminary engineering agreement would not by itself secure all construction funding or voter approval of an ongoing assessment.

Was a contract awarded?

The solicitation page lists a completed bid deadline but does not identify a final award in its short summary. As of this report, the project should be described as an officially documented county planning effort, not a built system or a guaranteed funded project. Residents can request the current contract, staff report, engineering timeline and any LAFCo filings before treating any anticipated construction as certain.

What can residents check now?

People who own homes or small businesses in Round Valley should keep existing fire-safety plans and water arrangements current rather than assume future hydrants will change present conditions. Mendocino County’s MendoReady site offers current evacuation information, address-specific evacuation zones and emergency alerts. The August 2026 Anderson Fire near Covelo demonstrated the importance of verified fire notices and evacuation procedures; it does not prove anything about whether this hydrant proposal has moved into construction.

Who can explain the project?

The county RFP lists Howard Dashiell, Department of Transportation, at dashielh@mendocinocounty.gov for project questions. Ask about whether a vendor was selected, design deliverables, the source of water, construction funding and proposed maintenance financing. Do not infer that a tax or assessment has been approved solely because a ballot process was included in a planning scope.
